One key solution discussed was the implementation of an international “Do Not Originate” (DNO) list, a proactive measure to prevent calls from numbers that should never make a phone call or text message. Such lists can serve as an effective tool to mitigate fraudulent activity and reinforce trust in phone-based communications. Leaders called on the ITU to lead efforts in reviewing national DNO implementations, developing universal standards for eligible numbers and fostering international collaboration to create a shared DNO list.
